Conclusion: Looking to the Future
This chapter presents a summary evaluation of Hong Kong governance since 1997 and provides a roadmap of possibilities for achieving a more effective, fair, and legitimate governance for Hong Kong in the future. Topics covered include political institutions, mediating institutions and political actors, policy environment, and political environment. It appears that reconstructing the governing system into one that is conducive to effective governance in Hong Kong is imminent. The current executive-led government has placed the chief executive (CE) in a web of power relationships in which s/he has to strike risky but not always effectual trials of balance. For governance to be effective in a cosmopolitan Hong Kong, it has to come to terms with new visions of a better society, new ideas, and new challenges.
