This chapter discusses why telecommunications matters for development and the extent to which sector reforms reduce inequality. It then examines the main policy issues and options that arise in designing programmes to extend service beyond the market, followed by a more detailed discussion of implementation topics that cut across these issues. It also presents some preliminary lessons on community telecentres. It concludes with some comments on where things now stand on universal service policy.
