The ability of a bureaucratic entrepreneur to define a distinctive policy, to develop the capacity to implement it and to build a coalition in support of it is examined in this chapter through the study of the introduction of an unpopular income tax after 1946. The growing influence of stakeholders as a result of a financial dispute with the British government is also discussed.
