This chapter moves to domestic issues within Hong Kong, and within the Hong Kong government, and focuses on major departmental reorganisations and staff re-designations. The discussion focuses on efforts by the Trade Officer Grade Association (TOGA), of which the author was the first chairman, to promote the professionalism of the trade officer grade and to affirm its key role in protecting Hong Kong’s trade interests at a time when the government was ‘administrativizing’ the grade. The chapter concludes with the author’s posting out of the trade and industry world as Regional Secretary (Hong Kong and Kowloon) and his decision soon after to retire early.
