Chapter two presents the changing public discourses of homosexuality during the economic reform period in China. Homosexuals have been increasingly constructed as a distinctive social group to be publicly scrutinized and regulated. In this chapter, different forms of authoritative discourses of homosexuality, such as legal, medical and academic discourses, are examined and particular attention will be given to the ways those new notions of homosexuality transform the living context of tongzhi in China and introduce new modes of social regulation. The chapter also discusses the roles of the general public, the experts from different domains and the tongzhi community in the construction of new public discourses of homosexuality.
