Urban poverty is a sign that a city is working, because it means it is attracting people seeking economic opportunity. The process of economic development is always very urban centred and urban driven. Successful economic cities are those that manage to attract economic migrants. When these migrants first come they are necessarily poor. If they were not, then they would not have come in the first place.
