This chapter discusses the early British planning to rearm Hong Kong from the 1860s to 1880s. During this period, many plans were put forward because of the changing international situation but little was actually done. However, these discussions shaped the British understanding of the strategic use of Hong Kong and highlighted the major military problems faced by its defenders. The discussion was also put in the emergence of new military technologies such as the breech loaders and steamships.
