There were 92 voluntary associations in Tsuen Wan in 1969. They were formed primarily by immigrants to deal with the dramatic changes that confronted them. Merchants, hawkers, industrialists and workers created them to help meet the challenges of new economic and social forces. Most associations were focussed on the welfare needs of their members since government assistance was inadequate. Associations which recruited on the basis of locality or surname ties were common in the Imperial past and among Overseas Chinese communities. Religious associations were numerous and met important cultural needs typical of the areas of migration, in a context dominated by change and unfamiliarity.
